Should CIA Operative William Kampiles have gotten early parole?

In 1977, William Kampiles stole a top-secret KH-11 spy satellite manual from the CIA which he sold to the Russians for $3000. He then told the CIA for who he worked for and what he had done in the hopes that they would hire him as a double agent. They didn't and he was sentenced to 40 years in prison.

At the trial, his defense team unsuccessfully argued that the manual was not a highly guarded secret, and that Kampiles had always intended to complete the transaction in order to establish his value as a double agent for the CIA. He was originally sentenced on November 17, 1978, to 40 years imprisonment; however, his prison sentence was later reduced to 19 years, and he was released on 16 December 1996, after serving 18 years as Federal Prison inmate "04028-164".

Please take POLL: Do you agree with giving early parole to William Kampiles? Feel free to make a comment if you so desire. Thank you!
